The Ministry of National Development (MND) has announced board appointment changes at the Centre for Liveable Cities Limited (CLC Ltd). The new term of the CLC Ltd Board will be from 1 January 2021 to 31 December 2022. 

CLC Ltd is a public company limited by guarantee, wholly owned by MND and overseen by the Centre for Liveable Cities (CLC) division of MND. CLC Ltd was set up in 2016 to support the mission of CLC.

Board Chairman

Dr Cheong Koon Hean will be appointed as Chairman of CLC Ltd with effect from 1 January 2021. As Chief Executive Officer (CEO) of the Housing & Development Board (HDB) since 2010, Dr Cheong has steered the organisation towards new approaches in providing homes that are highly liveable and sustainable, to bring quality living environment to Singaporeans. Dr Cheong will relinquish her current appointment as CEO of HDB on 1 January 2021. Dr Cheong was also the CEO of the Urban Redevelopment Authority (URA) from 2004 to 2010, where she championed planning and placemaking efforts which have contributed to transforming Singapore into one of the most liveable and beautiful cities in Asia.

The Board will comprise 7 members from the public, private, and academic sectors. They are:

i) Mrs Ow Foong Pheng, Permanent Secretary, Ministry of National Development

ii) Mr Albert Chua, Permanent Secretary, Ministry of Sustainability and the Environment

iii) Mr Hugh Lim, Executive Director, Centre for Liveable Cities, Ministry of National Development

iv) Ms Goh Swee Chen, Chairman, National Arts Council

v) Professor Lam Khee Poh, Dean, School of Design and Environment, National University of Singapore

vi) Mr Quek See Tiat, President, Council for Estate Agencies

vii) Dr Seek Ngee Huat, Chairman, Institute of Real Estate and Urban Studies, National University of Singapore

The new 8-member Board will continue to guide CLC Ltd in establishing itself as a global knowledge centre for liveable and sustainable cities. The Centre distils key learning points from Singapore’s urban development journey since its independence in 1965, while pushing innovation to address emerging urban challenges. It shares this knowledge with local and international urban leaders, with the aim of positioning Singapore as a global hub for urban solutions.
