In November 2024, the Ministry of Culture, Community and Youth (MCCY), Ministry of Law (MinLaw) and Ministry of National Development (MND) introduced enhancements to the Community Disputes Management Framework (CDMF)1 to strengthen the community’s ability to resolve disputes at an early stage. While most neighbour disputes can and should be resolved through dialogue and mediation, a small number of cases involve excessive and prolonged noise disturbance that causes significant distress to multiple residents. The CRU model will be expanded nationwide to address these severe neighbour noise cases in both public and private housing estates, which could not be suitably addressed through community mediation and CDRT. This builds on the CRU pilot’s experience in Tampines (see Annex for details).

CRU officers have legal powers to take statements from disputing neighbours and other individuals who may assist with investigations. They may also issue warnings and abatement orders that require individuals to stop the noise nuisance. Non-compliance with an abatement order is a criminal offence.

Good neighbourly relations cannot be legislated or enforced into existence. The first and best response to neighbour disputes remains direct communication, mutual understanding, and mediation. Government intervention through the CRU will therefore be reserved for the most severe neighbour noise cases, after neighbours and agencies have exhausted other avenues to resolve the dispute or the circumstances warrant such intervention. This will also ensure that CRU resources are directed where they are most needed.
