A hilltop compound that has served as the Norwegian Seamen’s Mission’s Singapore headquarters for almost half a century is up for sale.

The mission, which has supported Singapore’s Norwegian maritime community since 1955, is offering the site at 300/300A Pasir Panjang Road — its home since 1977 — at a guide price of $70 million.

On July 29, the appointed marketing agent, JLL, launched the site for sale via an expression of interest (EOI) exercise.

The freehold site spans 48,774 sq ft. Under the URA Master Plan 2025, it is zoned for residential use with a gross plot ratio of 1.4 and a maximum permissible gross floor area of 68,284 sq ft.

After factoring in the land betterment charge, the guide price of $70 million reflects a land rate of $1,571 psf per plot ratio (ppr). Including bonus gross floor area for balconies, the land rate works out to $1,526 psf ppr.

The property is held in trust by British and Malayan Trustees, according to a title search.

Little known, except to cyclists

Few Singaporeans know the Mission exists, save perhaps for the cyclists who grind up the slope it sits on. Once, it served thousands of Norwegian seafarers and was their gathering place — one of a global network of Norwegian seamen’s churches running from New York to Rotterdam to Rio de Janeiro.

With those numbers drastically reduced over the years, the Mission now serves a much smaller community of maritime-related expatriates and students. It has even opened its doors to the wider Scandinavian community here, not just Norwegians.

That shrinking membership means the Mission now requires a much smaller facility — prompting the decision to sell the Pasir Panjang property and look for a smaller site that better suits its current needs.

The existing property is low-density, comprising two clusters of bungalows with a total gross floor area of just 34,142 sq ft. At 300 Pasir Panjang Road, on the lower part of the slope, two interlinked bungalows contain the residence of the Norwegian priest, Rev Sjur Askjer, who has served as Port Chaplain since September 2024. He and his wife have their own self-contained residence at one level, with a private living and dining area, bedrooms, a kitchen and a veranda overlooking the greenery.

It is linked to another bungalow with more bedrooms, a communal living and dining area, and a shared kitchen. These bedrooms are rented out to Norwegian students on exchange programmes, or to Norwegian embassy staff and others who have relocated to Singapore for work, says Nicholas Ng, JLL Singapore head of land and collective sales.

Community clubhouse

The Mission works alongside the Norwegian Embassy, the Norwegian Business Association of Singapore and Innovation Norway, and functions as a community club.

The upper house, at the crest of the slope at 300A Pasir Panjang Road, holds a chapel, a main dining hall, a kitchen and a shop on the first level, with a library, offices, meeting room, boardroom and a gathering space above. The space can be rented out for corporate events.

On a recent visit, a staff member served freshly made heart-shaped waffles with sour cream and jam, reflecting the traditional Norwegian hospitality extended to all guests. Norwegian staples — brown cheese, rice porridge and home-made bread — are kept in a cold store at the shop off the main room. The chapel, built in 1999, houses a small organ that is still played at Sunday services.

The Mission’s biggest date is May 17, Norway’s Constitution Day, when a parade winds up the hill, which the Norwegian Business Association of Singapore has described as “the world’s steepest”.

Adjacent to the upper house is a swimming pool with a pool house containing two bedrooms, also available for rent. Both are currently leased.

Redevelopment potential

Ng estimates that the site can accommodate a new boutique, five-storey residential project with up to 63 units, assuming an average size of 100 sq m (1,076 sq ft). The site offers unobstructed views towards Kent Ridge Park and the Greater Southern Waterfront.

Its elevated terrain allows the future developer the opportunity to “craft a bespoke, low-density residential development that capitalises on the site’s natural topography”, notes Ng.

According to JLL, the property is within a 10-minute walk of Haw Par Villa MRT Station on the Circle Line. The site is close to the National University of Singapore, Curtin University, Singapore Science Parks 1 and 2, as well as Mapletree Business City. One-north, the CBD and Marina Bay are easily accessible via the West Coast Highway and the Ayer Rajah Expressway.

Ng says the sale launch is "well-timed", with the surrounding area set for state-led transformation under the Greater Southern Waterfront plan — a 2,000ha precinct stretching along a 30km coastline, envisioned as a mixed-use area combining housing, commercial space, lifestyle offerings and parks.

"The property's positioning alongside the Greater Southern Waterfront will appeal to developers seeking a unique project or high-net-worth individuals looking to build a private legacy compound," he adds.

The Greater Southern Waterfront will be developed progressively over the coming decades, following the move of Keppel’s container terminal operations to Tuas Port by 2027. Pasir Panjang Terminal will relocate to Tuas sometime in the 2040s, once the final phases of the mega port are completed.

“This infrastructure project is anticipated to act as a catalyst for long-term capital appreciation and rental demand in the area,” says Ng.

The neighbours

Next door is Palisades, a freehold, 18-unit boutique condo completed in 1985. Because of the steep hillslope, the nine-storey development is served by a funicular reaching every level — the only one of its kind in a Singapore condo.

Palisades was designed by the late Australian architect Geoffrey Malone, who co-founded the Singapore International Film Festival in 1987 and also designed Yishun 10, Singapore’s first purpose-built multiplex. Malone died in February 2022.

Each floor holds two large-format units: three-bedders from 2,616 to 2,906 sq ft, and four-bedders from 3,294 to 4,047 sq ft, all with private lift lobbies and generous balconies facing the sea.

In October 2021, the owners of Palisades agreed to a collective sale, but the attempt failed. The most recent transaction, based on caveats lodged, was a 3,326 sq ft four-bedder on the fourth floor that changed hands for $3.9 million ($1,173 psf) in July 2025. Before that, a 3,983 sq ft four-bedder on the second level sold for $4 million ($1,004 psf) in February 2025.

On the other side of Palisades is The Hillshore, a freehold, 59-unit boutique project by FRX Capital. Since its launch in April 2024, nine units have sold at prices from $1.6 million ($2,154 psf) for a 743 sq ft two-bedder, to $3.16 million ($2,670 psf) for a 1,184 sq ft three-bedder, based on caveats lodged to date.

Farther along Pasir Panjang Road is Terra Hill, a 270-unit freehold project by a joint venture between Hoi Hup Realty and Sunway MCL. Launched in February 2023, Terra Hill is 77% sold to date. The 47 units transacted in the first half of 2026 went for between $2,275 and $2,822 psf, based on caveats lodged as at July 27.

Ng estimates construction costs at $500-$600 psf, with the future project’s selling price at around $2,900 psf. “Pasir Panjang is a mature, low-density estate,” he says.

For families with young children, Fairfield Methodist (Primary) is within a 1- 2 km radius of the property.

Being close to nature is another draw, Ng adds, with West Coast Park, Kent Ridge Park, HortPark and the Southern Ridges network nearby.

The EOI exercise for the Mission site closes on September 15.

传道会最重要的日子是5月17日挪威宪法日，届时会有游行沿山而上，新加坡挪威商会曾形容其为“世上最陡峭的”。

重建潜力

Ng估计，该地块可容纳一座全新精品五层住宅项目，最多约63个单位，假设平均面积为100平方米（1,076平方英尺）。地块可享无遮挡视野，眺望肯特岗公园与大南部滨海地区。

Ng指出，其高地地形让未来发展商有机会“打造一座量身定制的低密度住宅项目，充分利用地块的自然地势”。

据仲量联行称，该物业步行约10分钟可达环线虎豹别墅地铁站。地块靠近新加坡国立大学、科廷大学、新加坡科技园1与2，以及丰树商业城。经西海岸公路与亚逸拉惹高速公路，可便捷前往纬壹、中央商务区与滨海湾。

Ng表示此次推售“时机恰当”，周边地区正按大南部滨海地区规划迎接国家主导转型——该片区约2,000公顷，沿约30公里海岸线延伸，愿景是融合住宅、商业空间、生活方式设施与公园的综合用途区域。
