Pearl’s Hill: first public housing project in over 40 years

A new BTO project at Pearl’s Hill will be launched within the next few years, on the site of the former Outram Park Complex. This will be the first time in more than four decades that public housing is being developed in Pearl’s Hill. The development is part of the Government's efforts to renew and rejuvenate older towns.

Located next to Outram Park MRT station, at the base of Pearl’s Hill City Park, the new BTO project will comprise approximately 1,700 2-room Flexi, 3-room and 4-room BTO flats, as well as over 140 public rental flats. At over 60 storeys, the development will be Singapore’s tallest public housing project.

The new BTO development will draw inspiration from the nearby Chinatown heritage. There will also be 240 units of Community Care Apartments (CCA) – a first for Toa Payoh – for seniors who wish to age independently in their community.

The TCPS provides priority flat allocation to eligible families with three or more children, helping them to secure a flat more quickly. Under the TCPS, up to 5% of the flats offered in the BTO and SBF exercises are currently set aside for eligible first-timer and second-timer families. From 2020 to 2024, over 2,800 BTO applicants benefitted from the TCPS.

Enhancements to TCPS

From the June 2026 BTO exercise onwards, HDB will enhance the TCPS to provide greater support to eligible families:

a) The TCPS allocation quota will be increased from up to 5% to up to 10% for flats offered in BTO and SBF sales exercises.

b) We will expand the eligibility criteria to allow families to apply for a flat under TCPS when the family is expecting their third child.
