The Ministry of National Development (MND) and Building and Construction Authority (BCA) announced today the following senior appointment changes at BCA:

• Dr John Keung, Chief Executive Officer (CEO) of BCA will relinquish his current appointment on 1 June 2017, and be appointed as the Dean of BCA Academy.

• Mr Hugh Lim, currently Deputy Secretary (Community, Youth and Sports) in MCCY will be appointed as CEO, BCA (Designate) from 1 April 2017 to 31 May 2017, before taking on the appointment as CEO, BCA on 1 June 2017.

Over his tenure of 11 years as CEO at BCA, Dr Keung implemented various masterplans to shape a safe, high quality, sustainable and friendly built environment. 

Dr Keung was instrumental in the formulation and implementation of the Construction Productivity Roadmap, which has raised site productivity. Under his leadership, BCA established strong partnership with the industry to promote and facilitate the adoption of innovative construction methods. Singapore also became a more accessible, family-friendly and inclusive place with the Accessibility Master Plan and the promotion of Universal Design to create a user-friendly built environment. The green building movement in Singapore took off under Dr Keung’s leadership through the various Green Building Master Plans. In recognition of his contributions in advancing the global sustainability movement, Dr Keung was conferred the prestigious Chairman’s Award by the World Green Building Council (WorldGBC) in 2015. Dr Keung is the first Award recipient from Southeast Asia since the inception of the award in 2011. 

Mr Hugh Lim, brings with him a range of operational and policy experience from his previous postings in the Ministry of Culture, Community, and Youth (MCCY), Ministry of Law (MinLaw) and the Singapore Armed Forces (SAF). This includes setting up of the Army’s Capability Development Hub in the SAF, developing the masterplan to establish Singapore as a global Intellectual Property hub in MinLaw, and implementing the recommendations of Vision 2030, such as the Sport Facilities Master Plan and ActiveSG in MCCY. Mr Lim’s leadership will be vital in steering the construction industry towards greater innovation to uplift the industry’s standards and productivity.
