The Zhuhai Leaders in Urban Governance Programme 2015 was launched on 30 June 2015. The three-day training programme is designed and conducted by the Centre for Liveable Cities (CLC), to share Singapore’s experience and the key principles observed in creating a liveable and sustainable city. 

Zhuhai Party Secretary Li Jia and Mayor Jiang Ling met the Chairman of CLC’s Advisory Board and Zhuhai’s chief planning advisor Dr Liu Thai Ker, and CLC’s panel experts yesterday. Mr Li Jia said that Singapore is an internationally recognised liveable city and serves as a benchmark for Zhuhai. He thanked Dr Liu and his team for encouraging the strategic collaboration between CLC and Zhuhai and supporting Zhuhai’s effort in building an internationally acclaimed liveable city. He expressed his wish for Dr Liu and his team to continue advising Zhuhai on the creation of a liveable city and arranging for regular training programmes for Zhuhai officials. This will provide the officials an opportunity to learn from Singapore’s experience in order to continuously improve on Zhuhai’s urban development, which will contribute to Zhuhai’s attempt in achieving preliminary results in the creation of a liveable city by 2020, and to realise its vision by 2030. 

Zhuhai Vice Mayor Pan Ming, while delivering his opening address at the launch of the training programme yesterday, urged the participants to make full use of the opportunity to learn from the experts, and apply the knowledge gained during the programme to their daily work in building a globally acclaimed liveable city in Zhuhai. He also invited the experts to provide their valuable comments on Zhuhai. 

Dr Liu Thai Ker said: “Zhuhai’s collaboration with CLC to deliver the Zhuhai Leaders in Urban Governance Programme signifies Zhuhai government’s commitment to develop Zhuhai into a liveable city. To become a highly liveable city, Singapore has consistently pursued three outcomes namely Competitive Economy, Sustainable Environment and High Quality of Life. Integrated master planning and dynamic urban governance are the integral systems to attaining these three outcomes of a liveable and sustainable city. I hope that Zhuhai will find the training useful and draw lessons from Singapore’s development experience.” 

Zhuhai officials will be trained by a distinguished panel of experts including Mr Loh Ah Tuan, Mr Tan Siong Leng, Mr Wong Kai Yeng and Mr Loh Chow Kuang. The three-day programme will introduce to the participants the CLC Liveability Framework and Urban System Studies . By using multiple case studies from different sectors in Singapore, the programme will enable participants to discuss issues and share experiences in creating a high-density and high-liveability city, ranging from integrated master planning, urban governance, housing, land, building control, water management, sustainable environment and transport. 

60 senior Zhuhai officials, including Vice Mayor Pan Ming and other key position holders in various bureaus and districts attended the inaugural training programme.
