Board Appointment Changes at the Housing & Development Board
The leadership continuity and addition of high-density housing expertise may support stable governance while strengthening HDB’s focus on public-housing design and liveability.
HDB’s board for 1 October 2026 to 30 September 2028 retains Chairperson Benny Lim Siang Hoe, re-appoints 13 members and adds architect Belinda Huang.

The Ministry of National Development (MND) has announced board appointment changes at the Housing & Development Board (HDB). The new term of the HDB Board will be from 1 Oct 2026 to 30 Sep 2028.
The Board will continue to be chaired by Mr Benny Lim Siang Hoe. One new member will be appointed to the Board, thirteen members will be re-appointed, and one member will step down at the end of the current term.
Changes in Board Appointments
Mr Benny Lim Siang Hoe will be re-appointed as Chairperson, HDB. Thirteen Board members will also be re-appointed (See Annex).
One new Board member, Ar. Huang Wan Jing Belinda Agnes, Director, ARC Studio Architecture + Urbanism Pte Ltd will be appointed. Belinda has extensive experience in architecture, urban design and high-density housing. She was part of the team behind The Pinnacle@Duxton and was jointly conferred the President’s Design Award – Designer of the Year in 2020.
Board member Ar. Rita Soh Siow Lan, Managing Director, RDC Architects Pte Ltd will step down at the end of her term on 30 Sep 2026. MND and HDB wish to place on record our appreciation to Rita for her invaluable service and guidance to the HDB Team, especially for her contributions to the Audit & Risk Committee as well as design and liveability issues. We thank Rita for her significant contributions over the past six years serving on the HDB Board and wish her all the best.
