Sunway MCL-CSC Land’s Elta reaches structural top-out
The strong sales rate signals sustained buyer demand in Clementi, while virtual inspections could accelerate completion and potentially improve delivery certainty for remaining buyers.
The 501-unit Elta has structurally topped out and is 84% sold at an average $2,543 psf, with TOP expected in 4Q2027.

The twin 39-storey private condominium Elta at Clementi Avenue 1 has reached structural top-out. Developed jointly by Sunway MCL and CSC Land Group, the 501-unit, 99-year leasehold project is expected to obtain its Temporary Occupation Permit (TOP) in 4Q2027.
Elta was launched in February 2025 and is 84% sold to date at an average selling price of $2,543 psf, based on caveats lodged as at Sept 17. The development comprises one- to five-bedroom units ranging from 506 to 1,776 sq ft.
According to the developers, selected units remain available, including high-floor residences overlooking the Singapore skyline and Pandan Reservoir.

Located in District 5, Elta is in the established Clementi neighbourhood, close to educational institutions and transport connections. It is also near Dover Forest and the Clementi Nature Trail.
Elta will also participate in Singapore’s new “whole-of-government virtual inspection process” for TOP and Certificate of Statutory Completion (CSC) inspections.
The process allows eligible project teams to progressively submit 360-degree virtual scans of completed areas for regulatory agencies to conduct compliance checks. This allows inspections to begin before the entire development is ready for physical inspection.
Preliminary findings from pilot projects indicate potential manpower and time savings of up to 30%, while progressive submissions could enable TOP approval up to two months earlier.
“Embracing technology and new ways of working allows us to support greater efficiency in project delivery while maintaining our focus on quality and the experience of our future homeowners,” says Lee Tong Voon, CEO of Sunway MCL.
Sunway MCL and CSC Land Group were also jointly awarded the River Valley Green Parcel C government land sale (GLS) site in June 2026. The 11,516 sq m (123,958 sq ft) residential site in the River Valley-Great World precinct will be developed into a project of more than 500 units, which is targeted to preview in 2H2027.
