Consistently strong operational results may support confidence in estate management and living conditions, although arrears-management differences could require attention from affected councils.
All town councils scored Green for estate cleanliness, maintenance and lift performance in FY2021, while 14 scored Green and three Amber for arrears management.

Assesses the state of town cleanliness based on observations such as presence of stain, litter, bulky refuse and graffiti.

Assesses the state of town maintenance based on observations such as obstructions in common areas, unauthorised fixtures and damaged pipes/walls.

Lift Performance
Assesses the performance of lifts based on the frequency of faults measured by the Tele-Monitoring System (TMS)3 and duration of downtime as a result of such faults.

S&CC Arrears Management
Assesses the effectiveness of TCs’ S&CC arrears management based on the percentage of S&CC accounts and amount in arrears.
