The broadly strong results signal consistent public-estate operations, although Sengkang’s overdue S&CC level may require closer arrears management to protect service sustainability.
In FY2022, all Town Councils scored Green for cleanliness, maintenance and lift performance, while 16 scored Green and Sengkang scored Amber for arrears management.

The Ministry of National Development (MND) has released the FY2022 TCMR Operational Report covering the period April 2022 to March 2023.
2. Under the TCMR Operational Report, Town Councils (TCs) are assessed[1] across four operational indicators (Estate Cleanliness, Estate Maintenance, Lift Performance and S&CC Arrears Management), using three colour bands (Green, Amber and Red). The results of the TCs’ FY2022 Corporate Governance indicator will be released under the TCMR Governance Report in December 2023 after MND receives and reviews the TCs’ audited financial statements and their auditor’s reports.
Summary of Results
3. TCs’ performance under the FY2022 TCMR Operational Report has improved compared to the FY2021 TCMR, with 16 TCs scoring “Green” for all four indicators. The results are summarised below. More details can be found at Annexes A and B.

Observations
4. Some observations for the indicators are as follows:
a) Estate Cleanliness. All TCs were banded “Green” as they all had less than 4 counts[3] of cleanliness observations per block on average.
b) Estate Maintenance. All TCs were banded “Green” as they all had less than 4 counts of maintenance observations per block on average.
c) Lift Performance. All TCs were banded “Green” as they all had less than 2 lift faults per 10 lifts each month, and less than 1 hour of downtime per lift each month.
d) S&CC Arrears Management. 16 TCs were banded “Green” while 1 TC was banded “Amber”.
TCs which had less than 40% of the monthly collectible S&CC for the town overdue and less than 4 in 100 households that owed arrears for 3 months or more were banded “Green”.
Sengkang TC was banded “Amber”. While the TC had less than 4 in 100 households that owed arrears for 3 months or more, the monthly collectible S&CC for the town overdue was slightly more than 40%.

[1] The assessment is based on estate inspection observations made by HDB, lift data as tracked by the Tele-monitoring System (TMS), and S&CC arrears reports submitted by the TCs.
[2] The Tele-Monitoring System (TMS) of the lifts monitors a wide range of faults that affect lift operations. These include problems with the opening and closing of lift doors, non-functioning lift buttons and problems with speed controller that regulates the speed of the lift.
[3] Counts refer to the number of weighted observations made relating to estate cleanliness, or estate maintenance issues, during HDB’s inspections to estates as part of TCMR.
