Gilstead Court Launches Fourth Collective Sale Tender at $198M

The owners of Gilstead Court, a 48-unit development at 52 Gilstead Road, have launched the collective sale tender of the freehold property at a reserve price of $198 million. This works out to $1,874 psf per plot ratio (ppr) on the development’s gross floor area (GFA) of 105,671 sq ft.

If the 7% bonus GFA for balcony plot ratio is factored, the effective land rate translates to $1,751 psf ppr. JLL is the sole marketing agent for the collective sale of Gilstead Court, which is offered in a public tender.

According to JLL, it took about six months for more than 80% of owners – by share value and floor area – to agree to the latest collective sale attempt. This is the fourth collective sale attempt by the owners of this District 11 property since 2005.

Why the previous attempts closed without a successful buyer

The owners of Gilstead Court have faced a turbulent history in trying to find a developer to buy over their property. One of its unsuccessful attempts even ended up as a legal precedent.

In June 2013, 43 of the 48 owners (representing 89.58% by share value of the ownership of the development) agreed to a $150.17 million offer by an entity linked to Tuan Sing Holdings. But the remaining five owners did not agree to the deal, and objected to that collective sale agreement which reportedly placed extra costs on dissenters.

This included double contributions to the common fund, the cost of the Strata Titles Board and court proceedings, and liability for any delay. Each of the dissenters would also be paid about $42,000 less than a neighbour in an identical unit, if the sale went through.

The agreement dates back to 2011, before the courts had ruled on whether terms of that kind breached the statutory good faith requirement. Its principal draftsman was Warren Khoo, the committee’s secretary and a former High Court judge.

The High Court approved the sale in February 2015, striking the clauses out of the agreement as a condition of the sale. However, the Court of Appeal disagreed with both halves of that reasoning, and cancelled the collective sale in October 2015.

It ruled that the transaction had not been carried out in good faith under section 84A(9)(a) of the Land Titles (Strata) Act, and that once bad faith is established, a court has no power to salvage a sale by editing the agreement. This means that the pro-collective sale majority that still wants to proceed with the sale, has to rework the proposal and begin again.

Lim Li Meng Dominic v Ching Pui Sim Sally now serves as a legal precedent for good faith in collective sales, and legal teams and real estate consultants have drafted their proposals around it ever since.

Gilstead Court could potentially be redeveloped into 98 units with an average size of 1,076 sq ft.

Undeterred, the owners of Gilstead Court went out to the market in June 2018, listing the property at a reserve price $168 million ($1,590 psf ppr). But that tender closed on July 10 that year without drawing a single bid.

Developer interest likely dried up due to a change in the additional buyer’s stamp duty (ABSD) regime. On 6 July 2018, four days before that tender closed, the government increased the ABSD from 15% to 20% for foreigners buying residential property in Singapore, as well as increasing the ABSD rate from 7% to 12% for Singapore citizens buying a second property. At the same time, loan-to-value (LTV) limits on first mortgages fell from 80% to 75%.

Faced with a tougher market situation, the collective sale committee of Gilstead Court at the time kept the attempt alive on the existing agreement. But more than 60% of the owners signed a supplementary agreement cutting the reserve to $153 million ($1,448 psf ppr).

The marketing agent at the time was also JLL, and the relaunched tender closed on 27 February 2019. However, this was also unsuccessful. The current guide of $198 million sits roughly 29% above the 2019 reserve price.

The development

Completed in 1978, Gilstead Court consists of three 4-storey blocks on a 75,479 sq ft site. Each block houses 24 three-bedroom apartments that span 1,389 sq ft to 1,464 sq ft.

The residential site has a gross plot ratio of 1.4 under the latest Master Plan. This means that the site has a maximum allowable GFA of 105,671 sq ft, or 113,068 sq ft with the bonus balcony space. If the site is redeveloped to its maximum, JLL puts the redevelopment potential at roughly 98 units at an average size of 1,076 sq ft.

Being an older development, the existing facilities at Gilstead Court are minimal, with just a small pool and courtyard shared among the residents. There are also no lifts serving the blocks – all units are accessible by stairs.

The entrance of the site slopes upwards towards the top corner, which works in a developer’s favour as it allows ground-floor access or car parking without deep excavation, removing a large component from construction costs.

“We’ve seen robust interest in recent Government Land Sales in the vicinity, and just down the road, 32 Gilstead (a new ultra-luxury residential development) was sold out, signalling strong demand (for prime homes in this area) that we expect the redevelopment of Gilstead Court to replicate,” says Nicholas Ng, Head of Land and Collective Sales at JLL.

How Reserve Price of $198 million compares to recent land sales

According to JLL, the current reserve price of Gilstead Court can be measured against two recent Government Land Sales (GLS) plots nearby: the Bukit Timah Road site next to Newton MRT awarded to HH Investment at $1,820 psf ppr, and the Peck Hay Road site awarded to CDL and Hong Realty at $1,865 psf ppr.

At a land rate of $1,874 psf ppr, the reserve price of Gilstead Court sits just above both of the GLS plots – without the balcony bonus included. There is an argument to be made that the freehold tenure of the site at Gilstead Court is a compelling argument for a developer and potential buyers, in contrast to the 99-year leasehold for GLS sites.

However, both those GLS sites have a plot ratio of 4.9, allowing the developers to build over 300 units in each project. On the other hand, the site of Gilstead Court has a plot ratio of 1.4 while other developments along Gilstead Road – such as Gilstead Two – have a plot ratio of 2.8.

Thus, While the land rate may look competitive, any redevelopment of Gilstead Court does not benefit from the scale that most of the new and larger projects in the vicinity will command.

For example, 32 Gilstead, a new freehold development by Kheng Leong Co., has sold out all 14 of its units. The ultra-luxury development set a median selling price of $3,455 psf, though the project features much larger apartments of over 4,200 sq ft.

Likewise, Buckley Classique, the nearest older freehold project, has recorded some of its resale units going for $2,500 psf to $2,800 psf, and its most recent resale unit this year changed hands for $2,430 psf.

Based on caveats, only five transactions in Gilstead Court have been recorded since 2021, one in each year, at a median price of $1,913 psf. Prices range from $2.58 million in December 2021 to $2.998 million in June 2025.

Who might buy (and redevelop) Gilstead Court?

The strong school catchment in this area will be one of the main draws of this site. Anglo-Chinese School (Junior), Anglo-Chinese School (Primary) and St Joseph’s Institution (Junior) sit within one kilometre of the property. In addition, CHIJ Primary (Toa Payoh), Hong Wen School, Singapore Chinese Girls’ Primary and St Margaret’s School (Primary) all sit within two kilometres.

Gilstead Court is also located next to an established landed enclave and it is a short walk to both Novena MRT station on the North-South Line and Newton MRT interchange on the North-South and Downtown lines.

Typically, a Core Central Region (CCR) freehold site of this size tends to draw boutique private developers since it does not have the scale that most mainboard-listed developers usually pick up.

According to Ng, if Gilstead Court is successfully sold, it is more likely to be redeveloped to low-density apartments or strata-landed units.

Now that it has launched its fourth collective sale attempt, reaching the 80% consent threshold was only the first hurdle Gilstead Court had to overcome. The next challenge would be whether a developer can make 98 units work on a plot ratio of 1.4.

The tender for Gilstead Court closes on 13 October.
