Release of Second Half 2016 Government Land Sales (GLS) Programme
Confirmed supply rose to 2,170 units from 1,560 in 1H2016, potentially expanding developers’ land options while maintaining broadly stable overall residential supply.
The 2H2016 GLS Programme offered four Confirmed List and 11 Reserve List sites capable of yielding up to 7,550 private homes.

Release of Second Half 2016 Government Land Sales (GLS) Programme
1. The Government today announced the second half 2016 (2H2016) Government Land Sales (GLS) Programme, which comprises 4 Confirmed List sites and 11 Reserve List sites. These sites can yield up to 7,550 private residential units and 277,100 square metres (sqm) gross floor area (GFA) of commercial space (see Appendices 1 & 2).
2. The Confirmed List comprises 3 private residential sites and 1 commercial & residential site which can yield about 2,170 private residential units and 15,500 sqm GFA of commercial space.
3. The Reserve List comprises 7 private residential sites [including 1 Executive Condominium (EC) site], 1 commercial & residential site, 2 commercial sites and 1 White site. These sites can yield about 5,380 private residential units (including 780 EC units) and 261,600 sqm GFA of commercial space, mostly for office use.
Supply of Private Housing
4. The sites in the 2H2016 Confirmed List are well distributed across Rest of Central Region and Outside Central Region.
5. The supply quantum of 2,170 units in the 2H2016 Confirmed List is higher than the 1,560 units in the 1H2016 Confirmed List. However, it is close to the total supply of 2,130 units from the 1H2016 GLS Programme which resulted from the trigger and sale of a Reserve List site in February 2016.
6. Overall, the total supply of 7,550 units in the 2H2016 GLS Programme is close to the 7,420 units in the 1H2016 GLS Programme.
Supply of Commercial Space
7 The 15,500 sqm GFA of commercial space on the Confirmed List is mainly from the predominantly residential site at Upper Serangoon Road, and will provide retail amenities for the future live-in population at the Bidadari HDB estate.
8 The 2H2016 Reserve List includes 3 sites at Beach Road, Woodlands Square and Central Boulevard for mixed-use developments comprising mainly office space. These sites will allow developers to initiate the development of more office space if they assess that there is demand.

Status of the GLS Programme for the First Half of 2016
(as at 8 June 2016)
1. The first half 2016 (1H2016) GLS Programme comprised 16 sites, of which 4 are on the Confirmed List and 12 are on the Reserve List.
2. To date, tenders for 2 Confirmed List sites have been awarded. The tenders for the remaining 2 Confirmed List sites (1 on-going tender and the tender for another site to be launched in later part of June 2016) will be completed by August 2016.
3. 1 Reserve List site at New Upper Changi Road (Parcel B) has been triggered for sale and sold.
4. As a result, a total of 11 sites (i.e. 7 residential sites (including 1 EC site), 1 commercial & residential site, 2 commercial sites and 1 White site) remain on the 1H2016 Reserve List and will be carried over to the second half 2016 (2H2016) GLS Programme. The maximum retail GFA for the Holland Road and Beach Road sites will be reduced from 13,500 sqm to 6,800 sqm and from 8,000 sqm to 3,000 sqm respectively after a review which took into consideration the development plans and provision of commercial amenities in the areas.
