Two state properties in Kallang, Tampines up for tender for sports and community-focused uses
The tenders could broaden sports, wellness, accommodation and limited commercial amenities near surrounding homes, potentially enhancing neighbourhood appeal without adding conventional residential supply.

Tenders have been launched for the tenancies of two separate state properties — one designated for sports and activities in Kallang, and another in Tampines intended for community-focused uses, which may include active ageing, wellness and student accommodation.
The first site comprises a cluster of buildings along Jalan Benaan Kapal in the Kallang precinct near the National Stadium and Singapore Indoor Stadium, while the second sits on Tampines Road, nestled among HDB and private residential estates close to Heartland Mall Kovan.
Both are price-quality tenders, which means bids are evaluated based on both price and quality attributes, rather than solely on the lowest price.

Sports facility at Kallang: 26 to 60 Jalan Benaan Kapal
Jointly launched by the Singapore Land Authority (SLA) and Sport Singapore, the Kallang site is intended to be leased for a term of five plus four years.
The properties at 26 to 60 Jalan Benaan Kapal (even numbers only) have an existing combined gross floor area (GFA) of about 60,420 sq ft.
The authorities are inviting proposals for community sports and activities to “shape the precinct into a destination where people can get active, connect and spend time together”, SLA said on Sept 2.
Previously a hub for shipbuilding and repair in the 1960s, the properties at 26 to 60 Jalan Benaan Kapal once comprised shophouses, warehouses, workshops and a canteen serving workers in the area.
SLA intends for the properties to be operated as a sports facility. Retail and F&B uses are also permitted, subject to GFA capacities of 12,210 sq ft and 2,561 sq ft, respectively. Outdoor refreshment areas are not allowed.
Site showaround sessions will be held on Sept 8 at 2.30pm and on Sept 14 at 10am, and the tender closes on Oct 21 at 11am.

Tampines community-centric node: 95 Tampines Road
Over at 95 Tampines Road, the former Tampines Land Station dates back to the 1930s and once served as a base for customs officers, who both lived and worked there.
The property retains two single-storey houses that once served as living quarters, featuring timber façades and raised flooring that “are reminiscent of the bygone days, offering a glimpse into the working lives of those who served there”, SLA said.
The site has a GFA of 11,792 sq ft, with potential retail or F&B uses capped at 1,769 sq ft.
Allowable uses include as an active ageing facility, commercial school, indoor sports studio, meditation centre, spa and wellness, serviced apartments and student hostel accommodation.
SLA is inviting proposals to repurpose the property into a community-centric node that “complements the quiet character of the surrounding residential estate”.
A site showaround will be held on Sept 9, and the tender closes on Oct 21 at 11am.
