Far East Organization to preview freehold project The Serra Residences on Oct 2
As one of only two 2026 CCR freehold launches amid 7% freehold supply, the project could attract owner-occupiers and investors seeking scarcity and rental demand.
Far East Organization will preview the 133-unit freehold The Serra Residences on Oct 2, with sales bookings commencing on Oct 16.

Far East Organization will preview The Serra Residences, a 133-unit development within the Novena residential enclave, on Oct 2. Sales bookings for the freehold project will commence on Oct 16.
Located along Bassein Road in District 11, The Serra Residences comprises a single 28-storey residential tower. Unit types on levels four to 16 include two-bedroom with study units ranging from 710 to 721 sq ft, three-bedroom units of 764 to 904 sq ft, and four-bedroom units measuring 958 sq ft.
The development also features The Summit, which occupies levels 18 to 28 and comprises larger-format four-bedroom units ranging from 1,216 to 1,528 sq ft, five-bedroom premium units measuring 1,755 sq ft, and two penthouses spanning 2,648 and 2,669 sq ft.

The Serra Residences occupies the plot of the former Pastoral View condo. In 2010, Far East Organization acquired the site through a collective sale, together with the adjoining plot, for a total of $122 million. The two freehold sites have a combined land area of 51,396 sq ft.
“When we brought the former Pastoral View and its neighbouring plot together, we saw an opportunity to create something seldom found in the city — an intimate community of 133 homes with the facilities of a much larger development,” said Shaw Lay See, chief operating officer of Far East Organization’s Sales and Leasing Group.
According to the developer, The Serra Residences is situated within an established neighbourhood that is evolving into a “lifestyle and healthcare precinct”. It is next to the integrated healthcare hub HealthCity Novena and within a four- to nine-minute drive of retail and dining amenities at Novena Square, United Square and Newton Food Centre.
The development is also an eight-minute walk from Novena MRT Station. Schools within a 2km radius include St. Joseph’s Institution Junior, Anglo-Chinese School (Barker Road and Junior), and Hong Wen School.
The Serra Residences is one of only two freehold launches in the Core Central Region (CCR) in 2026, according to Huttons Asia CEO Mark Yip. “It offers buyers an opportunity to own a freehold non-landed home in the CCR for both wealth preservation and legacy planning,” he said.
Of the 4,000 new private non-landed homes launched in the region in the first two quarters of this year, only 287, or 7%, are freehold, Yip added.

As healthcare becomes increasingly important for Singapore’s ageing population, continued expansion of HealthCity Novena will likely be a significant driver for the surrounding precinct, ERA Singapore CEO Marcus Chu notes.
“Against this backdrop, The Serra Residences offers buyers an opportunity to be part of a neighbourhood with well-established fundamentals and long-term potential,” he remarked.
Kelvin Fong, CEO of PropNex, expects the project to garner interest from both owner-occupiers looking for a legacy home, as well as investors.
“With a number of recent CCR launches achieving average prices above $3,000 psf, the market has demonstrated that buyers are willing to transact at these levels for well-located prime projects,” he noted.
The Serra Residences is expected to receive its temporary occupation permit in 4Q2030.
Upon completion, SRI managing partner Ken Low expects the development to benefit from Novena’s “established and resilient” rental market, supported by demand from healthcare professionals and families.
Designed by P&T Consultants, The Serra Residences features mountain-inspired architecture, with vertical facade lines and stone and timber elements.

Kingsley Ng, architect and director at P&T Consultants, said: “Like natural formations shaped over time, the tower is sculpted into layered voids that reveal elevated green terraces and communal spaces for residents to gather, retreat and connect with nature.”
Facilities at the development are spread across the second, third and 17th storeys. They include a tennis court, 50m lap pool, kids’ pool, pet park, sauna, and social and retreat lounges.
